Independent Evaluation of the Linkage of Humanitarian Aid and Development Cooperation at the Swiss Agency for Development and Cooperation
NCG has recently been assigned by SDC to evaluate the linkage of humanitarian aid and development cooperation (nexus).
The purpose of the assignment is to assess the performance of the SDC strategies, program and partnerships in linking humanitarian aid and development cooperation.
The NCG team will furthermore analyse to what extent the working procedures, funding procedures/set-up and ways of collaboration are adequate for implementing this linkage in practice as well as to compare the SDC’s performance in linking humanitarian aid and development cooperation with international practices. In line with this purpose, NCG’s team will be assessing the relevance, effectiveness, efficiency and sustainability of the SDC’s strategies, programs and partnerships on one hand. On the other hand, evaluation will be assessing to what extend SDC’s operational instruments and institutional processes ensure complementarity and integrative use of humanitarian aid and development cooperation.
Regarding the operational focus, the evaluation shall concretely comprise the strategies, programs and partnerships of the SDC’s engagement, especially in those SDC partner countries characterized by protracted crises. The evaluation shall cover a period of five years (2013-2017). The assistance of the NCG team includes both desk studies and field mission and conducting research.
The NCG team is led by NCG partner Anne-Lise Klausen and will have NCG partner Steffen Johnsen as one of the quality assurers.
