Mid-term evaluation of Strengthening the Disability Movement in Ghana Phase III
The Strengthening the Disability Movement in Ghana project is a joint effort between Danish and Ghanaian Organizations of People with Disability (OPWDs) to strengthen the disability movement in Ghana as an effective advocate for promotion and realization of PWD rights as enshrined in national and international legislation. Inception phase (2008 - 2009), Phase I (2009-2013) and II (2014-2015) of the project had a focus of building the capacity of project partners, developing a framework for their collaboration, and securing sustainable local impact. Phase III (2015-2019) of the project, which is the focus of this Mid-Term Evaluation (MTE) has a specific focus on organizational sustainability and consolidation of results from previous phases. This phase will be followed by a six-month phasing out period after which the project terminates. The project has been implemented in 24 districts across Ghana.
The overall purpose of the assignment is to evaluate the current status of the project, particularly the sustainability of the organisations, results achieved so far, methodologies applied, alliances built and the ability of the organisations to work jointly to achieve results. The evaluation findings will be used to draw lessons for the future implementation of the project. In addition to this, the MTE has provided a throrough review of the project's M&E system, including recommendations for how to simplify and operationalize the projects LFA framework. Services provided have included development of evaluation approach, methodology and data collection tools; fieldwork in Ghana, data analysis and report writing. The findings of the MTE were presented at a workshop in Accra in August 2017.
