KPI development and baseline study of project in Niger
With funding from DFID's Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) program, the PRESENCES (Projet de la Résilience face aux Chocs Environnementaux et Sociaux au Niger) project focuses on building resilience to climate change among farmers and pastoralists in the Tillabéry region of Niger. The project, which runs from January 2015 to December 2017, aims to:
-Improve the relevance and access to information services on climate, planning and risk management relating to climate change adaptation and disaster risk reduction;
-Support communities and community members to develop sustainable and climate resilience livelihoods;
-Develop systems and governance structures at local, national and regional levels that support fair, sustainable and climate resilient natural resources management.
The consultants were contracted to develop Key Performance Indicators (KPIs) for BRACED PRESENCES for the baseline study and for the M&E system as a whole, and to subsequently collect data for establishing the KPIs at baseline as well as collecting additional baseline data to provide a comprehensive analysis of communities, institutions and policies at the onset of the project.
-Design of KPI metrics and tools;
-Quantiative and qualitative data collection (including survey with a sample of 746 households, and 48 focus group discussions);
-Institutional and policy context analysis (including document analysis and 30 key informant interviews) in French;
-Compilation of database containing all data collection;
-Baseline study report (French and English versions).
