Support package for EU Delegations on the implementation of a Rights-Based Approach to Development and the European Instrument for Democracy and Human Rights (EIDHR)
Between 2016-2018 NCG is leading a consortium that will roll out training to EU delegations globally. The training concerns the "Tool-box for a Rights-Based Approach, encompassing all human rights, for EU development cooperation". This move towards a Rights Based Approach (RBA) for development cooperation follows the adoption of the Agenda for Change and the EU Strategic Framework on Human Rights and Democracy.
In practical terms, the toolbox identifies which objectives to pursue, which working principles to apply, and how to integrate a RBA in the implementation of the programming and in each phase of the EU project cycle management. It also provides a checklist to be compiled, and offers support measures for EU staff in headquarter and Delegations to support the implementation of this new approach.
EU-funded projects start to be progressively designed incorporating the RBA tool-box and using the related checklist. Accordingly, the purpose of the consultancy is to support the implementation of the RBA, by providing dedicated support to the EC HQ and EU Delegations.
The overall objective of this assignment is to contribute to the advancement of human rights in all EU external cooperation instruments and across development cooperation sectors, through the implementation a Rights-Based Approach, an effective implementation of the European Instrument for Democracy and Human Rights and a strengthened capacity to assist Human Rights Defenders where they are most at risks.
In order to successfully roll out the RBA Toolbox, a pool of experts (consisting of 4 key experts and several non-key experts) will be made available to provide technical expertise and advice to EU Head Quarter (HQ) and EU Delegations (EUDs). The delivery of support will be as flexible as possible as it should respond to the requests expressed by the EUDs. Each country-assignment will therefore be "tailor-made" in order to respond most adequately to the specific needs expressed.
1. Trainings to the EC HQ and EU Delegations (EUDs) on the implementation of a Rights-Based Approach to development cooperation, including technical assistance to EUDs for the implementation of the Rights-Based Approach to development cooperation;
2. Technical assistance to EUDs on the implementation of the European Instrument for Democracy and Human Rights (EIDHR) and the Country Based Support Scheme (CBSS);
3. Trainings to EU Delegations on Human Rights Defenders (HRDs).
The services provided are to result in:
A. Information, tools and skills to effectively integrate the RBA in EU development cooperation:
a. Ensuring EU staff better understanding of RBA, including legal basis, basic concepts and rationale, working principles and implementation modalities;
b. Ensuring EU staff implementation capacity to apply the RBA through the EC tool-box in development programmes and projects;
c. Providing training materials to EU staff as well as MS staff or other stakeholders who potentially participate in the trainings;
d. Ensuring a minimum number of 25 EUDs trained on this topic;
e. Ensuring a minimum number of 25 EUDs that will benefit from technical assistance on the implementation of the RBA in EU development cooperation;
f. Ensuring a minimum number of 3 trainings for EU staff in HQ;
B. Technical assistance to support EUDELs in the effective implementation of the EIDHR/CBSS at local level:
a. Ensuring a minimum number of 25 EUDs that will benefit from technical assistance on the implementation of the EIDHR/CBSS.
C. EU staff better understanding of the existing mechanisms.
a. Ensuring a minimum number of 25 EUDs that will benefit from trainings on HRDs.
