The overall objective of CARE’s Forest Resources Sector Transparency (FOREST) programme, 2013-2017, in Uganda is to support civil society and the media to combat corruption in the forestry sector and to contribute to Uganda’s forest resources being governed in an accountable, transparent and responsive manner. 

The objective of this Mid Term Review (MTR) was to:

1. Review general programme progress towards achieving programme objectives, annual targets and outcome progress markers.


2. To review appropriateness, and recommend ways of strengthening, FOREST strategies, in particular: advocacy and policy engagement including the use of ICT platforms and the UN system (Universal Periodic Review Process) gender mainstreaming as well as capacity building of civil society organizations, networks and platforms. Recommend also how FOREST could strengthen the engagement on Strategic Environmental Impact Assessments in the forest sector.


3. To review CARE’s value addition and recommend ways of strengthening FOREST capacity building approach and CARE’s role in creating linkages and synergies between stakeholders in Uganda and with other international networks and policy processes.

 

The NCG reviewer perfomed the following:

• A desk review of relevant background and programme documents and mission to Uganda.

• Interviews with various partners and stakeholders in Denmark and Uganda.

• A two days workshop with CARE staff and partners in Uganda.

• A debriefing with CARE staff.
