In December 2012 the Danish Ministry of Foreign Affairs (MFA) approved the programme "Democratisation, Human Rights and Civil Society Development in Ukraine, Moldova and Belarus" for a four year period (December 2012 - December 2016). The overall objective of the programme is to contribute to the strengthening of civil society and human rights organisations in the three countries leading to more inclusive, democratic and rights based governance.

The overall objective of this assignment is: Effective monitoring and reporting of Danish support to democratisation, human rights and civil society development in Ukraine, Belarus and Moldova with a particular emphasis on monitoring and reporting on outcomes and progress related to the programme's three immediate objectives. Special attention should be paid to human rights and gender equality, where the success criteria will be that partners at the end of the assignment are able to apply HRBA and gender sensitive monitoring and reporting skills. The assignment should be guided by the overall programme document with its three immediate objectives, as well as by the Danish Policy for Support to Civil Society, and by Danish Aid Management Guidelines.

The separation of the monitoring function from the organisational development process function is introduced at an advanced stage of programme implementation and focus will therefore primarily focus on consolidation of the monitoring of result measurement.   

The Scope of work includes:
1. Ensure information to the Danish MFA on matters relating to reporting as well as follow up;
2. Hold dialogue with partners on progress in implementation, pay visits to partners and to the intended end beneficiaries;
3. Support partners in reporting on gender equality and human rights based approaches and if needed, develop the capacity of partners to undertake such reporting.
4. Monitor and report on overall programme progress taking into account the five overall indicators related to the programme's three immediate objectives. This should be based on partners' reporting, with a special emphasis HRBA and gender equality results. This entails receiving partners' semi-annual reports and compiling these into one comprehensive report for the Danish MFA with the Monitoring and Reporting Consultant's comments and proposed actions to be taken.
5. Regarding Belarus, the programme is not anchored with one main partner as in Ukraine and Moldova. The task will be to monitor the Danish/international CSOs' partnerships and their reporting at project levels.
6. Undertake coordination with the OD Process Consultant.
7. Attend Steering Committee meetings and other consultation meetings as needed.

Written Outputs:
Outputs of the assignment shall be:
1. Semi-annual plan of monitoring activities, based on work plans received from the programme partners, to be approved by Danish MFA and coordinated closely with contract partners to the programme.
2. One semi-annual progress report consolidated at programme level, based on programme partners own reporting and adapted to the agreed programme reporting format.
3. Participation in the annual Regional Forum.
4. Careful planning of the exit of this support function throughout the last 6 months of the programme period.
5. Finalize the overall Programme Completion Report at the end of the programme with lessons learned.
