The Danish Ministry of Foreign Affairs (DMFA) has established a Danish Emergency Relief Fund (DERF) in order to fund humanitarian activities of Danish humanitarian and civil society organisations without a Danida Humanitarian Partnership Agreement (non-HPA CSOs) in situations of acute humanitarian crisis, defined as a single, distinct event or series of events and/or a sudden spike in chronic disasters that represents a critical threat to the health, safety, security or wellbeing of a community or other large group of people, usually over a wide area.  The DERF will not fund grants for development activities, slow-onset or long term/protracted crises, nor for disaster preparedness.
The aim of the assignment was to (i) formulate and (ii) tender the DERF Fund
(i) Formulation
The DERF is designed as a flexible and rapid funding mechanism for non-HPA CSOs to augment responses to humanitarian crises in lower income countries globally and without pre-determined sectoral limitations. It is developed alongside and in line with the new overall strategy for Development Cooperation and Humanitarian Action as well as in accordance with the Danida Procurement Guidelines.
(ii) Tendering
A Fund manager was required to ensure the administrative and financial management of the DERF. The Fund manager serves as the primary contact point between the DMFA and the non-HPA CSOs to facilitate their rapid responses to acute humanitarian crises in accordance with Danida policies and guidelines, including the use of flexible fund under the HPA.

The Formulation included a scoping exercise, assessment of the feasibility and scope of a DERF, consultation meetings, definition of governance structure, formulation of selection and eligibility criteria and elaboration of TOR for the fund manager.  
The Tender Consultant advised and assisted the Tender Committee on all matters related to the tender process and on behalf of the Chairman is responsible for the execution of all decisions and related activities of the Tender Committee. This include the elaboration of Contract Notice, Pre-qualification Evaluation Report, Tender Dossier, Invitation to Tender, Tender Evaluation Guide, Tender Opening Report, Tender Evaluation Report,  Minutes from clarification meeting, Agreement and Contract Award Notice.
