The review concerns the Danida supported "Informal Economic Support Initiative" (IESI). The programme was planned to be completed by June 2013, which was the case for most activities. However, the construction of the Mburahati Market in Kinondoni Municipality encountered substantial problems and delays - the market was only 40% completed at the time of the review. One complication was the split of Kinondoni into two: Kinondoni Municipal Council (KMC) and Ubungo Municipal Council (UMC).

The informal traders who occupied the market site agreed to transfer their stalls to temporary locations around the market to give space for the construction, anticipating that the new market would be completed within the stated period and that they could resume their trade by mid-2013 in much improved facilities. The construction and the subsequent operation of the market was planned as a public private partnership (PPP). The rationale of the review was to resolve the problem of cost and time overruns of the Mburahati Market construction.

The objective was to present findings and recommendations:

1) for the most effective way to complete the construction of the market facility;and

2) on the PPP capacity building activities with a view to operate, maintain and manage the market facility when completed.
