The African Programme for Peace (APP), established by the Danish Government in 2004, supports African organisations in promoting peace and security as the basis for poverty reduction and human rights in Africa through strengthening the AU and its regional partners' leadership role and capacity to act.

At the same time, the programme provides a platform to promote specific Danish policy priorities on peace and stability in Africa including in relation to individual African countries.

The emphasis is on strengthening key African organisations' implementation of the African Peace and Security Architecture (APSA); support has been provided both in technical and financial capacities. The programme has thus far taken form in two different phases, 2004-2009 (DKK 248 million) and 2010-2013 (DKK 250 million).

In line with the Strategy for Denmark's Development Cooperation, The Right to a Better Life, and its priorities for stability and protection, and a strengthened multilateral system, the Danish Government has made an allocation of DKK 210 million for a third phase of the APP, covering the period 2014-2017.

The purpose of the Appraisal of the African Programme for Peace, 2014-2017 was to provide quality assurance of the design and program documents for the third phase of the Africa Programme for Peace, 2014-2017. The Appraisal Team was fielded from 28 September to 12 October 2013 in Addis Ababa (Ethiopia), Abuja (Nigeria) and Accra (Ghana).

The objectives of the appraisal mission were:

  1. To provide quality assurance of the design and Programme Documents for the proposed next phase of the APP (2014-2017).
  2. To assess quality of partners' planning frameworks.
  3. To assess the quality of the proposed support.
  4. To assess the risk and assumption framework.
