The objective of the assignment was to support the EU Delegation to Tanzania and the Embassies of Denmark, Finland and Sweden and Ireland in identifying and formulating their future Budget Support Programmes to Tanzania for the period 2014-2020.

The EU Delegation was to assist the Government of Tanzania and its Development Partners represented by the EU Delegation to Tanzania, The Embassies of Denmark, Finland and Sweden in identifying and formulating their future Budget Support Programmes. In the case of the EU, that is referred to as a 'Good Governance and Development Contract'.

The consultants analyzed the strategies and priorities of the Government of Tanzania and its development partners providing budget support, assessed the eligibility of Tanzania to a new General Budget Support programme for the period 2014-2017, defined accompanying measures and finally defined the elements of a possible joint EU budget support framework.

The assignment was divided into an identification and a formulation phase and ran from May-October 2013
