In support of the gradual phasing-out of Danish development aid to Bhutan a Transition Support Programme (TSP) with DKK 50 million has been formulated to ensure consolidation and sustainability of the results achieved, and a transition to continued co-operation through institutional partnerships. The four-year programme runs from July 2011 till June 2015. The TSP consists of support to local governance, civil society and Results-Based Management. Finally nine partnerships were set up they cover business, sports, culture and research.

The objective of the review was to establish that TSP would contribute to an efficient and effective phase out by ensuring sustainability of results achieved through previous Danish – Bhutanese Cooperation programmes, and sustainability of partnerships between private, civil and public institutions in Bhutan and Denmark.

"As it was the final review there were also additional objectives concerning drawing lessons and good practices in relation to transition or exit programming as well as partnerships between Danish and in programme country partners.
