The objective of the assignment was to carry out an evaluation of the project "Fighting Poverty" (FIPO) in Tanzania.

The purpose of the FIPO project was to alleviate poverty by helping to establish and strengthen small-scale enterprises and farming, particularly for women, through activities such as business management training and provision of small grants.

The target group comprised of 335 people “poorest of the poor” in 12 selected villages in Arusha region, Northern Tanzania. The evaluation covered a range of issues in relation to the results of the project, including an assessment of the extent to which expected outcomes had been met, an analysis of the strengths and weaknesses of the design and implementation of the project, as well as formulation of recommendations for way forward.

Data collection took place during six days of fieldwork in the three wards. Two enumerators joined the two consultants and the BEST project manager. The data collection consisted of interviews, focus group discussions, a questionnaire, and home visits, where observation and interviews were carried out.
