The consultancy provided long-term RBM support to Sida Framework Organisations (FOs) in Western Balkans in the area of democracy and human rights. The Sida framework organisations were Kvinna till Kvinna Foundation (KtK), the Swedish Helsinki Committee (SHC) and Olof Palme International Centre (OPC) as well as indirectly their local cooperation partners.

The objective of the consultancy was to systematically improve FOs' systems and abilities to work with results-based management in programme planning, monitoring, evaluations and communications of results. It also sought to contribute to the results discussion at Sida-SEE by looking at what is achievable, measurable and meaningful when it comes to results in the area of promotion of democracy and human rights.

The RBM needs of each individual FO were assessed as a point of departure for improving systems and instruments. The principles and tools of Outcome Mapping were adapted and applied in combination with the more traditional Logical Framework Analysis for ongoing monitoring and management of results.

Three local civil society partners (one per Swedish FO) in Albania and three in Serbia were selected as cases for more in-depth field involvement and testing of instruments. Lessons and experiences was shared across FOs, their local partners and with Sida in a final seminar in 2010. The project commenced in April 2008 and was finalised in September 2012.
