The purpose of the assignment is to develop the Whole of Government Stabilisation of the Horn of Africa programme 2015-2017. The formulation includes a mission to Somalia, Kenya and Ethiopia, including meetings with Danish embassies in Nairobi and Addis Ababa, other relevant MFA and MoD staff, regional experts and representatives of authorities and organisations in the region.

The consultant team was required to produce a programme framework document including:

• a brief context analysis covering political situation, justice and security related issues, macroeconomic and developmental situation with an emphasis on the regional dimension of these issues;
• an outline of the overall programme objectives and immediate objectives, as well as providing the case for geographic, thematic and modality related strategic choices of the Danish support;
• description of links and synergies between the different types of interventions in the programme and between the programme and other Danish interventions in the region;
• framework component descriptions;
• assessment of the capacity and appropriateness of partners;
• guidance to the Danish embassies as to how to ensure the strategic role and value addition of the Danish advisers in their various functions as part of the peace and stabilization programmes;
• outline how to strengthen the management and the organizational set-up of the programme;
• make recommendations on engagement results frameworks;
• provide risk assessments and mitigation strategies.
