Evaluation of the Transitional Demobilization and Reintegration Program (TDRP)

The TDRP was a four-year program (2009-2013) with the following objectives: provide technical support for the implementation of existing demobilization and reintegration (D&R) programs in the Great Lakes region; expand D&R coverage by providing emergency financing for potentially new D&R operations or ongoing programs with funding gaps; and facilitate dialogue, information exchange and learning on D&R to address the regional aspects of conflict, improve the quality of D&R efforts, strengthen coordination on policy and programming, and generate lessons for future D&R programming. The TDRP is financed by a $30.8 million multi donor trust fund.
The specific objectives of the Mid-Term review of the TDRP were to:
- analyze program implementation in light of the initial TDRP Program Document, assess the extent to which the TDRP has achieved its objectives in an effective and efficient manner;
- examine and document program outputs, outcomes and overall results, comparing those to the agreed upon program targets and performance indicators;
- collect the views of the TDRP partners (donors, DDR commissions, UN partner agencies, and participants in DDRnet activities) on the TDRP activities and results;
- identify adequate counterfactuals to prove the program’s impact and e) assess the program’s institutional arrangements and capacity, and how efficiently the activities were implemented- operational and administrative.
