Ole has more than 30 years hands-on management, capacity building and international consultancy experience in appraisal, design, implementation, review and evaluation of public sector reforms, including public financial management (PFM) reforms, decentralisation reforms, and institutional and administrative reforms. With an M.Sc. in Public Administration, Planning & Finance, Ole has served in several long-term advisory roles with the Decentralisation Secretariat in Uganda (1996-1998); the Local Government Reform Secretariat, President’s Office, in Tanzania (1998-2000); the Directorate of Decentralisation Coordination, Ministry of Regional and Local Government, in Namibia (2004-2009); and the Government of the Turks & Caicos Islands and Governor’s Office (2009-2010). Ole was attached to the EU’s Support to the National Assembly of Zambia Programme from 2014 to 2018) as a key advisor on building and strengthening the institutional and human capacities of the National Assembly and Parliament. He is currently the Team Leader of the Decentralisation for Development (D4D III) programme (2018-21) in Zambia. The D4D III is providing technical support to 25 local authorities, the Decentralisation Secretariat under Cabinet’s Office, the Ministry of Local Government and the Chalimbana Local Government Training Institute. The programme is financed by the German Government and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Ole has comprehensive capacity building experience acquired through development and implementation of capacity building programmes at Danida's Overseas General Management Course; Danida's Fellowship Centre; and the Local Government Training Centre in Denmark in public administrative and financial reforms. In addition, he has extensive experience in developing guidelines, handbooks and training materials in all aspects of PFM and local government reforms. Core Areas
