Frank is a development practitioner with 23 years’ experience in monitoring, appraisal, evaluation, management and formulation of sector and thematic programmes. He has solid working experience with organisational and institutional development; organisational assessment; public sector governance; decentralisation; environmental management; and capacity building and training design. Frank has worked extensively with civil society organisations, both in fragile states societies and in more mainstream development contexts, in leveraging their capacities and strategic advantages.

He holds a B.A. in Danish & Nordic Culture and an M.Sc. in Social Geography, and has substantial team-leader experience in civil society development, donor strategies and various other instruments including: basket and multi-donor funds; local support funds, and framework agreements, incorporating design and evaluation of results frameworks, including results chains and process indicators. Frank has extensive experience working with and for rights-based organisations, including NGOs and trade unions, and as team leader on numerous evaluations, studies, reviews, mapping exercises, and civil society governance analysis.

In addition, Frank has significant experience in the field of public sector environmental management, including natural resources and solid waste management. As a certified Pathfinder™ and Process Consultant, Frank is a master facilitator of multi-stakeholder processes, designing feedback loops and undertaking a wide range of complex evaluations, user-driven capacity assessments and formulation processes. He has strong team-building and interpersonal skills, excellent writing and presentation skills
