Review of Youth-led Advocacy in PLAN programs
The objective of the assignment is to carry out a thematic review for Plan UK, focusing on youth governance and youth advocacy, and identifying the results and achievements of youth led advocacy supported by Plan in different countries.
The program Building Skills for Life has been implemented since 2012 in Kenya, Malawi and Pakistan, aiming to support adolescent girls to complete at least nine years of quality education. The youth advocacy component of the programme was implemented from 2014-2016 to address structural barriers that prevent girls from accessing and staying in school. The review is focused on the 2014-2016 youth advocacy portfolio, focusing on Kenya, Malawi, Pakistan, and Tanzania where youth advocacy has been integral to programmes. In Tanzania, the programme covered by the review is termed Youth for Change (YFC), and it started August 2015. YFC also focuses on addressing barriers that prevent girls from accessing and staying in school.
The key objectives of the review are to:
1) Identify robust evidence of how young people's participation and advocacy have influenced/contributed to structural change at the local, national or international level;
2) Propose policy and programmatic recommendations for strengthening youth-led advocacy work in Plan.
- Desk review of youth advocacy in Tanzania, Malawi, Kenya and Pakistan and identification of policy, legislative and attitudinal changes at community, national and international level.
- Country visits to Tanzania, Malawi, Kenya and Pakistan including participatory focus groups discussions with youth advocacy group members and key informant interviews with stakeholders such as government officials, CSOs, Plan and partners staff etc.
- Drafting case analyses taking point of departure in "positive cases of structural change" - be it at either institutional, policy or attitudinal levels.
- Qualitative comparative analysis (QCA) of cases of structural changes across the four countries to identify pathways for success in the four different contexts.
- Drafting overall synthesis report with key findings, conclusions and recommendations for strengthening youth-led advocacy.
